Steam page video trailer says you have choice between English and Japanese VO. Some singers habitually lip sync during live performances, both concert and televised, over pre-recorded music and mimed backing vocals; this is known as singing over playback. It can very easily mess with the timing of the overall scene, and very often modifying the lip flaps isn't enough, and you have to account for the character's entire body language as well. In fact, it is considered so taboo that most anime rights-holders explicitly forbid the use of it when licensing out dubs.
